What it names
If AI systems weigh consensus across sources, the manipulative response is to create the sources. A cluster of domains that agree with each other manufactures the appearance of independent corroboration.
Wasteful is the right word for it. The properties have no audience and no purpose beyond the signal they emit, and they consume crawl, index and attention that a real site would have earned.
Why it is a short-term tactic
The pattern is detectable. Sites with no organic audience, no distinct editorial purpose and suspiciously aligned publishing histories are exactly what platform quality systems are built to find.
The cost of getting caught is not limited to the network. Corroboration that turns out to be manufactured undermines the entity it was built to support, which is worse than never having had it.
